Job Summary:
The Technical Manager provides technical expertise to all Arkan projects. Also, leads various technical reviews including: tender design review and engineering outputs including the extended support to other Arkan’s functions; Tendering, Procurement, Cost Control, and Operations and will be accountable for the technical resource delivery at programme and project level. They will provide technical support and ensure technical outputs meet the requirements of the Projects.

Job Roles and Responsibilities:
1 Manages the development of strategies, policies and objectives for the Technical Department in accordance with Arkan’s overall strategic plan.
2 Prepares the estimated budget for the Engineering Department, and monitors its expenditures and financial performance in coordination with the Finance Division.
3 Plan and deliver all technical aspects of the programme and projects, working with relevant
parties to assist in the formation of a design strategy, ensuring that this is adhered to
4 Monitors the Technical Department performance against pre-defined objectives and ensure that preventive/corrective actions are taken accordingly.
5 Prerpare, Reviews, studies, identifies and reports technical requirements related to tenders/ projects
6 Reviews and qualifies tender documentation in relation to technical packages including Tender Design Drawings, Technical Specifications, Instructions, General and Special Conditions, Bills of Quantity (verify measurements) and other Tender requirements.
7 Directs the finalization of the detailed technical proposals for new projects, and participates in the final decision of concerned project proposal.
8 Creates schedules of technical deliverables in accordance to the project baseline schedules.
9 Participates in reviewing and approving the detailed construction schedule of the project.
10 Oversees projects technical progress, which involves meeting with project teams and consultants to provide comments, clarifications and revision on plans and specifications and provide needed inputs.
11 Ensure rigorous application of the Risk and Value process and challenge technical solutions
to provide best value .Coordinates inputs to report over all progress of Projects.
12 Ensures efficient implementation of value management (Value Engineering) techniques and methodologies to improve the value of the Tender Design and to reduce project cost.
13 Prepares and issues procurement packages based on tender documents; drawings and technical specifications.
14 Reviews, verifies, recommends and validates technical information related to the procurement processes if needed such as Supply Requests (SR) based on Tenders technical requirements.
15 Identifies and develops outputs for Tenders and Construction Contracts; architecture, engineering, infrastructure, etc. and ensures that outputs comply with Tender and/or Construction Contract requirements.
16 Work with the Discipline Head to agree technical resource required, and forecast and
manage resource costs throughout the project
17 Analyzes the client’s documents to ensure the responses being created respond implicitly to the questions being asked.
18 Where utilised, ensure external design works are undertaken by suitably qualified and
experienced teams. Work with relevant parties to monitor and report on the technical teams progress on all required deliverables
19 Prepares periodic reports with respect to the Project activities and achievements to be submitted to the Operations Director.
20 Creates, provides and reviews technical deliverables schedules to ensure on-time delivery of technical documents for the Project Management to include:
• Deliverables schedules to consultants submittals; (Shop Drawings, As-Build Drawings, Calculations, Technical Studies, Reports, etc.).
Deliverables schedules from Sub-Contractors.
21 Provides technical leadership to assure that all technical work reviewed periodically and all technical engineering submissions are of high quality, accurate, and within the context of project requirements; conforming to the set quality standards.
22 Guides and leads the resolution of technical engineering issues with the Engineer/Supervision Consultants and communicating those issues to the project team.
23 Reviews and approves all preparation and production of contract and technical deliverables; drawings and other technical documentation for all the Arkan projects.
24 Creates, manages, coordinates, monitors and guides the process of inquiry documentation; RFI’s, TQ etc. for the Engineer’s Supervision consultant inputs.
25 Identifies project’s technical closure documentation and set forth submittals plans as required by the approved project base-line schedule.
26 Performs other roles and duties as may be reasonably required by the Operations Director and related to the nature of the job.
27 Conducts periodic meetings with subordinates for reviewing progress and work flow, discusses their suggestions and taking suitable actions accordingly.
28 Prepares periodic reports with respect to the Engineering Department activities and achievements to be submitted to the Operations Director.
29 Attend production meetings, and where required chair design meetings. Keep track of all scope changes and ensure that the change control process and technical query process are adhered to and communicated fully on all projects. Take the lead in driving a culture of continuous improvement within the design and wider community
30 Participates in determining training needs of subordinates and evaluating the outcomes of training courses in coordination with the concerned human resources personnel.
31 Provide the Value engineering with the cost & time saving methodologies and introduce the innovative designs in Engineering . To ensure that staff are up to date with all relevant building related policies and procedures, that all maintenance and service contracts are in place and
inform the Operations Director of any changes legally or operationally that
may be required.
32 Conducts performance appraisals for subordinates according to scheduled plans and recommending necessary actions as per the applied practices. To report to the Operations Director plans for any maintenance work that needs to be undertaken and liaise and supervise outside contractors to ensure effectively carried out.
33 Nominates a deputy to carry out the responsibilities of the position in case of his/her absence whenever the need arises.
